If brakes are burnt up, the valve could still be manually operated for evacuation.

Due to the intercom system embedded in VLA elevators, the emergency call could be forwarded to LDD call or mobile phones via fixed-line telephones after the emergency warning arises, and meanwhile, the real-time talkback is accessible.
